Excellent! So you have a PayPal account. You'll be able to add your PayPal account to your GoDaddy account when you buy your domain name, and you'll be giving HostGator permission to bill your PayPal account monthly for web hosting.

Excellent! You need $12 USD in your PayPal account, or have $12 USD available in your funding source (bank account or credit card/gift card) so you can pay for your domain name with GoDaddy and pay for your first month of web hosting with HostGator.

I'm Canadian, so I have two PayPal balances in my PayPal account. One for Canadian funds, and the other for US funds. Sometimes my US funds is too low to buy something in US dollars - but PayPal will convert my Canadian funds in my PayPal account to US dollars. So as long as you have a combined PayPal account balance of more than $12 - you'll be ok.

Also, it's ok if your PayPal account balance is $0.00 - as long as your funding source (bank account, credit card, gift card) has $12 USD on/in it. If you're not from the United States, so you're dealing with some other type of money (Canadian dollars, GBP, Yen etc), I use www.xe.com to check how much my money is worth in US dollars.

So... you have enough money available for your PayPal account to keep going!
